Court: Army Corps of Engineers liable for Katrina flooding

November 19, 2009 -- Updated 0358 GMT (1158 HKT)
New Orleans, Louisiana (CNN) -- The Army Corps of Engineers' failure to properly maintain a shipping channel linking New Orleans to the Gulf of Mexico led to catastrophic flooding during Hurricane Katrina, a federal court ruled Wednesday.
"It is the court's opinion that the negligence of the Corps, in this instance by failing to maintain the MRGO properly, was not policy, but insouciance, myopia and short-sightedness," U.S. District Court Judge Stanwood Duval Jr. wrote in his lengthy ruling, referring to the Mississippi River-Gulf Outlet canal.

The blame lies with the loss of the mississippi delta that protects the inland from storm surge...What is it, 1 mile width of swamp absorbs 1 foot of storm surge ?

--> Louisiana steadily defied the US Goverment on drinking laws, and lost Federal funds.
--> Louisiana fought EPA regulations in the 1970-80's and lost Federal funds.

Read up on what the local Levy Board did with their funding
over the years. They are MUCH more culpable than the CoE.
They spent money on parties rather than fixing rodent tunnel
ridden levies that were only built to withstand a Cat 3.

seems to me that I recall reading how the funding to the ACE for the maintenance of the levees had been cut every year since 2001..in fact..in 2005 a computer program was shown in DC...showing exactly what would happen if a Cat 3 or better hit NO, with them in their current condition...however, the funds were still cut another $73 million I believe it was, just a couple months before Katrina hit... |
