page 25 regarding the high risk pool...
If the Secretary es-
timates for any fiscal year that the aggregate
amounts available for payment of expenses of the
high-risk pool will be less than the amount of the ex-
penses, the Secretary shall make such adjustments
as are necessary to eliminate such deficit, including
reducing benefits, increasing premiums, or estab-
lishing waiting lists.
To summarize the 1900+ pages; bend over we've got a fuckin' comin and they can't afford K-Y.
Reducing benefits could equal death panel if they reduce away the particular treatment you need.
Waiting lists equals rationing.

Indeed.
I love this guy's comments under the article. The first makes me laugh due to his spot on simplicity. The second is an initiative that we should be tirelessly fighting for at the state levels where recall is not a law (it's a state issue, I believe).
In the UK, this is called "lack of confidence" removal (or something similar), and they exercise it quite frequently from what I have been told.

READ ARTICLE ONE SECTION EIGHT of the the Constitution and SHOW ME (I am not even from Missouri either)where the power to regulate the practice of medicine is contained. When government can act as responsible as doctors do, it will still be too soon for them to decide the quality and type of care I should receive. Congress your yes vote for the Question or the bill or any other sneaky parliamentary method of hiding the true intent of your vote will allow you to start drawing unemployment pay in 2011. Sooner, in states with recall privileges. That is the next bill I want to see pass, and it has to pass in the various legislatures, and then by ratified in the U.S> Congress. VOte against the wishes of your constituents and lose your job.
