I did not write the following list but it is pretty comprehensive in regards to gear.
First Line Gear is the stuff that you want with you no matter what. Lets say you were doing a river crossing, and you lost for footing. Guess what, you will ditch your ruck, your rifle and your LBE/LBV so you can swim to shore.
Or you are on the run, and have already ditched your ruck and since you are out of ammo you have ditched your rifle and LBE/LBV. You know, run away and live to fight another day. And this stuff DOES happen. So plan for the contigency.
SO....1st Line Gear:
Compass (Silva Ranger Type or Lensatic)
Map of AO (factory folds, laminated, no additional marking - so if you lose it, it does not TOTALLY compromise the mission)
Small Red LED flashlight (the Micro lights work for this - this is to read the map with at night)
Riggers Belt
Watch (waterproof)
Swiss Army Knife/Multitool
BFK on Drop Sheath
Strong Side Drop Holster
Side Arm
1 Spare Mag for Side Arm
Water holder (small canteen - I use a collaspable 'Platypus' 1 liter container)
Small First Aid Kit
* Band Aids
* Small Tube of Neosporin
* Couple Asprins/Motrin
* Compress/Tampons
Small Survival Kit
* Fish Hooks
* Fishing line
* Sinkers
* Fire starter (flint/steel/etc.)
* Packets of Top Ramen Mix WITHOUT NOODLES
* Snare Making Material (64 gauge brass wire)"
* Empty film canister full of dryer lint

TOTAL WEIGHT OF 1st LINE GEAR IS 9 POUNDS!ALL of this stuff is carried on YOU. In your pockets, on your belt, etc. NOT IN YOUR BVE/LBV or RUCK!!
Remember to 'dummy cord' everything to your body, so when you need it, it is still there (not 6 miles back for the enemy to find and use).
With these items you can literally survive to fight another day. Without them, your survival odds just turned against you.

OK, with 3rd Line Gear (Heavy) - we mean you need to live out of your ruck for up to two weeks, or it is winter and you must carry more gear. This load out that I have here is for a winter scenario that lasts for 8 days or so.
Again, this is *my* list and your may vary from it.
This fits in my Eagle Large Becker, but will also work with the Large ALICE pack.

i also set my gear up, in three layers, i have a riggers belt with a couple of leg rigs, and the ability to add my butt pack from my main LBE/vest
i have the CFP90 pack, that i can still harness up over my vest and other gear, mostly winter gear like yourself
i have two things left i need to get, a good multi purpose leg rig knife sheath that can hold a stone and small survival kit, and a melon protector, we have to wear them on night rescues along with a headlamp and eye protection, but even in other situations i want to protect my head, not going to stop any bullets, but its better than nothing When peaceful revolution becomes impossible, violent revolution becomes inevitable.

I would add some Hiram's Boot CD's and some boot floppies to reset root and Administrator passwords from the console...
a Cisco kit to console into a router/switch can also be VERY useful...
if you are a MAC guy, also have a USB disk with bootable OS images so you can Target boot the server or the laptop...

I work at a place that is supposedly secured, but I was able to pick the main front door lock within 3 minutes....Most people don't realize that master locks make it easier.

What it is:
Creating a totally bootable/useable operating system on a removable medium that is light, needs not external power and can be loaded with the needed tools to take over/infiltrate a computer system that you may need to access.
Here is why, the #1 rule of computers is this, I don't give a shit about how much security software you purchased, if I can gain PHYSICAL access to YOUR computer, I can do whatever I want to it and gain access to ANY information you wanted to keep secret.
With USB drives being so inexpensive and in large capacities, it would be easy to use one and install a modular O/S like one of the Linux Distros on it that you could also load up with a shitload of portable tools like decrypters and password crackers. See, the majority of newer hardware supports booting up from a USB device like a jump-drive and that is what this does for you, gets you access to a computer to possibly get useful information out of it. The modern combatant no longer uses just pen and paper, just look at the laptops in the caves that were found regarding the war on terror. The one link was to a list of alternative O/S that can be used in a function like this.

Everyone has their opinion about gear. Here are a few comments & ideas to add to the mix. I too vouch for the layers concept for carrying gear. So in essence, a BoB begins with what's in your pocket, then works out from there.
Here are my suggested layers:
1. Clothes- & things carried in the pockets, dog tags, boots, etc.
2. Load Bearing Vest (LBV)- with lots of filled pouches. This is where one begins to carry the heavy stuff like water & ammo.
3. Patrol Pack- This is my equivalent of an overnight bag: a small backpack with just enough goodies in it for a day & night in the woods. A large butt-pack can work too.
4. Rucksack- this is where the bulk of items are carried, such as food, water, shelter, etc. This is what most commonly is referred to as a Bug-out Bag. But it's really just 1 component of the layered system.
5. Existence Kit- this kit just gives me my extras of everything I have listed above. It also contains some more advanced and weighty medical gear.
6. Bug-out Vehicle- this can be an extension of your BoB. If you have the room, load it up. In addition to a vehicle survival kit, you should have a large first-aid or trauma kit, extra food, water, shelter, fuel, etc. Load stuff here that's too heavy to haul on your back.
Of course, you have to tailor your bug-out appearance to fit the situation. If you expect run-ins with official types, hide the camo & LBV, etc. True camo takes all this into consideration. Blend into whatever background you find yourself likely to be in.
I know you didn't write this nice list Trench, but I'll critique it just a bit anyway.
1st line: (24hr) Clothes
I don't like drop holsters & drop sheathes as they block my cargo pocket. I like my cargo pockets. I prefer a shoulder holster for the pistol & putting the BFK on my belt.Just make sure it doesn't interfere with your LBV.
I like the 1 liter Platypus collapsible bladder idea on your person, if it'll fit easily in a cargo pocket. Right now, I'm just using zip-lok baggies for my backup emergency make-shift water containers. They don't travel though, like a bladder will.
First Aid Kit:
Band Aids- I don't care for them too much as they never stay on. I prefer stopping the bleeding & then wrap sports tape as it stays on much better. If the wound is bigger, then I dress it better.
I'm not a big fan of Neosporin. I've heard it really doesn't help that much, if at all with accelerated healing, and that's all it really claims to do. If I need to put something on a wound to keep it from getting infected, I'll use a home-made sugardyne solution.
I love and have used the .mil compress dressings. Everyone should have some. The new ones sometimes contain nifty coagulants. Just remember that if you use coagulant powder, someone's gotta scrape it all out eventually.
I'd rather use maxi-pads than tampons, although my medicine chest contains both. The pads seem more useful, and are much cheaper than large dressings.
Add a micro-solar blanket, especially in cold weather. Green-color backed solar blankets are good vs. PIRs & thermal imagers/FLIRs too.
Butterfly bandages will help hold a wound together until it can be cleaned & sutured.
Survival Kit:
Fishing Kit: I'd add small swivels to keep the line from getting too twisted.
I'm a fan of magnesium sticks over just flint & steel as a backup fire-starter. I always carry a lighter around as a first line fire-starter.
A micro survival kit in a tin would be a good pocket item.
A small fresno lens or parabolic mirror can be a good backup fire-starter when it's sunny. Just remember that mirror can work against you.
I'm not sure about Top Ramen flavoring packets. They don't seem to have much too them beyond a lot of salt & concentrated flavoring. Too concentrated to consume without thinning it out in a liquid first. Perhaps individual Gatoraid packets (for 8oz to 16oz water bottles) would be more useful.
I just use heavy duty fishing line for snares, although they do make some with locking tabs to keep the noose cinched.
Dryer lint is good tinder. My girlfriend was kind enough to make up a batch of fire-starter cubes for us by combining dryer lint & candle wax into small cubes.
The 550' cord link is dead, btw.
And I'm not sure what a blast match is.
It's "Dew" rag, not "Do" rag, lol.
I whole-heartily agree with dummy-cording everything. If it's not tied down, it'll take a hike eventually. The same goes for rifle accessories.
Don't forget an allergy alert dog tag or wrist band if needed.
Regardless of whether you go camo or not, you need rugged utility clothes with good hiking boots.
If in sunny areas, bring along some sunglasses.
My multi-tool stays on my belt at all times.
Add some pens/pencils & a small notepad, extra cash, coins, pre-pair phone card, backup debit/credit card, Bug-out SOP's, backup pocket knife, etc.
A little pepper spray might help in case I need to use a little force, but not kill something, like a dog, etc.
Don't forget the most important of items: your toilet paper in a baggie!
2nd Line: (24hr) LBV w/butt-pack
I'm still not sure why people plan to bug-out with emergency flares. If I'm going hiking/camping, then perhaps I'll take some.
Smoke grenades are legal (where I'm from) and useful with blocking line of sight to the bad guys if you need to make a hasty exit. Use white smoke, as those in the know, know tear gas is also a white smoke, and may think twice about immediately running thru it after you.
Bug Juice- a must! Don't get the spray cans, they lose their pressure over time. Use a small squirt bottle of high concentration of DEET (unless you want to use a green alternative)
Commo: Don't settle with just low power FRS. Get a combo FRS/GMRS. The GMRS has much greater range if needed. (Disclaimer: GMRS is supposed to need a FCC license) Some people like the MURS service, but I've yet to test them. HAMers will have a portable handi-talkie at this level.
I also carry a small pocket AM/FM/WB/shortwave radio receiver to keep up with what's going on in the world when I'm out in the boonies.
Really, who carries around PVS-14's? At $3800.00 a pop, I've yet to see one in the field.
I'm not a big fan of burn creams. They shouldn't be used for open 2nd deg.+ burns, and for 1st deg. burns I just use aloe-vera + lidocain gel.
Instead of "USGI Sodium Chloride - Sodium Bicarbonate" or such rehydration electrolytes, I just use Gatoraid packets which have these in them.
I wouldn't use the Trioxane tabs unless I knew I would not be able to find wood or other combustibles to burn.
My goal is to have my Level 1 & Level 2 kits collectively achieve a 72hr BoB kit. With a good-sized butt-pack or patrol pack on the LBV, it's possible.
I'd add a small fishing net or hammock to this list. Nets are so much more useful for fishing than traditional fishing. (Disclaimer: check local laws before practicing)
Add a second regular compass to this kit. Use your small 1st line compass as a backup.
Don't forget a sharpening tool. A dull knife is almost worthless.
A CBRN mask w/pouch wouldn't hurt at this level.
3rd Line: (24hr) Patrol Pack
The list author doesn't like toothpaste. A substitute can be had with baking soda and enough water to form a paste. Plus its a dual-use item that's handy in a first-aid kit for lowering stomach acid levels.
I keep heavy bolt cutters in my BOV. You never know when you might run into a stubborn gate that's in your way...
I also keep a small pair of pocket bolt cutters for smaller fence-type jobs.
I like the parachute flare blindness idea Enigma. I've found Xenon strobes work good too.
To get the 72hr kit rating, you combine the 1st line [clothing](24hrs) + the 2nd line [LBV](24hrs) + the 3rd line [patrol pack](24hrs) = 72hr. kit. This 3-way diversification can reduce your chances of losing everything if you have to ditch some of your gear.
4th Line: (1 wk) Rucksack
When wearing the rucksack, the patrol pack simply straps on top of the ruck, out of the way.
This should hold enough food for a week, but water will have to be replenished frequently.
I'd add home-made sugardyne to my ruck's 1st-aid kit to guard vs. infections.
Medics will have an advanced trauma kit at this level, complete with air or Sam splints, IV kits, intubation kits, collars, airways, meds, etc.
5th Line: (1 wk) Existence Kit
This is just a BoB adjunct, meant to extend my time away from home by an additional week. This kit lives in an aviator's kit bag or big duffel bag in my Bug Out Vehicle(BOV). It should include a trauma kit.
6th Line: (1 month) Bug Out Vehicle (BOV)
This can be a car, truck, or RV, or combo thereof. It should have basic vehicle maintenance & survival items in it, as well as extra food, water, fuel, advanced trauma kit, shelter, etc. It should have a FRS/GMRS &/or CB & HAM radios in it, + a scanner. This is where you can haul stuff that weighs too much to carry normally.
There's so much to haul, too much in many cases. So, you have to prioritize. Carry the most important items first. Trim down weight wherever possible, and jettison the useless or heavy junk.
